What is a building logbook? A guide for residential developers

A building logbook is a structured record of a building's energy systems, services and maintenance requirements. This guide explains what the regulation requires, what a logbook contains, and where the obligation sits for residential developers.

Most residential developers have never produced a building logbook. The regulatory framework that requires them sits primarily in the commercial building regulations. But the documentation gap that a building logbook fills: what systems are installed, how they work, how they should be maintained and by whom, is exactly what residential buyers, housing association asset managers and building managers discover they are missing when something goes wrong two years after completion.

That gap is narrowing. The Building Safety Act 2022, the Future Homes Standard and the New Homes Quality Code are together pulling residential developers towards the kind of structured, persistent building record that commercial operators have been required to maintain for decades. Understanding what a building logbook is, and how it relates to the broader building passport concept, is increasingly relevant for any developer handing over a building whose systems require ongoing maintenance.

What is a building logbook?

A building logbook is a structured document that records the technical information needed to operate, maintain and update a building's services and energy systems. It is the operational manual for the building, not the home.

Where a Homeowner User Guide tells a buyer how to use their boiler and where to find the stopcock, a building logbook records the technical specifications of every installed system: the performance ratings, the commissioning data, the maintenance schedules, the relationships between systems, and the information needed by a facilities manager or building engineer to operate the building correctly over its lifetime.

The two documents are related but serve different audiences. The Homeowner User Guide is written for the occupant. The building logbook is written for whoever is responsible for managing and maintaining the building's systems, whether that is a housing association asset team, a block management company, or a facilities contractor.

The regulatory basis

The requirement for a building logbook comes from Part L of the Building Regulations, specifically Approved Document L (conservation of fuel and power). The regulation requires that the building owner is issued with information about the building's services sufficient to help them operate the building properly and efficiently. The standard way of meeting this requirement is to issue a building logbook to the building's owner or facilities manager.

The obligation applies to new buildings and to existing buildings where the services have been significantly changed or extended. For most new-build residential developments, this means the building logbook should be produced and issued as part of the handover process.

The technical standard for building logbooks is set out in CIBSE Technical Memorandum 31 (TM31), which provides a toolkit and template structure for producing logbooks across different building types. TM31 defines what information should be captured, how it should be organised and in what format it should be issued.

For higher-risk residential buildings, the Building Safety Act 2022 adds a further layer. The Golden Thread obligation requires a structured digital record of the building's safety-critical systems and any changes made to them throughout occupation. A building logbook is not the same as a Golden Thread record, but it is a component of it. A developer of higher-risk buildings who produces a proper building logbook at handover is partway to satisfying the Golden Thread requirement for the occupation phase.

What a building logbook contains

The contents of a building logbook are structured around the building's systems rather than its spaces. A complete logbook for a new-build residential development would typically include the following.

Heating and hot water

  • System type and configuration: heat pump, gas boiler, district heating connection, communal plant
  • Manufacturer, model number and rated output for all primary plant
  • Commissioning records and test results
  • Design flow temperatures and system operating parameters
  • Maintenance schedule: service intervals, what each service covers, recommended contractors
  • Controls: thermostat type, zoning configuration, programming instructions

Ventilation

  • System type: natural ventilation, mechanical extract, MVHR
  • Design air change rates and commissioning test results
  • Filter specifications and replacement schedules
  • Control settings and how they should be adjusted seasonally

Electrical systems

  • Distribution board layout and circuit schedule
  • Electrical Installation Certificate
  • EV charging provision and capacity
  • Emergency lighting locations, test schedule and compliance record
  • Renewable generation: inverter details, generation metering, export tariff registration

Water systems

  • Cold water storage and distribution: tank capacity, pipework layout
  • Hot water system: cylinder type, temperature set points, legionella control parameters
  • Legionella risk assessment and control scheme
  • Water meters: location, type, data access

Fabric and building envelope

  • U-values for walls, roof, floor and glazing as built
  • Air permeability test result
  • Insulation specification and thickness
  • Window and door performance data

Energy performance

  • Energy Performance Certificate for the building or each dwelling
  • Design energy consumption and carbon emission rates
  • Smart metering details: meter identification, how to access data
  • Any renewable energy or battery storage system: generation capacity, operating parameters

Maintenance schedule

  • A schedule of all maintenance tasks required across the building's systems, with frequency, responsible party and recommended contractor type
  • Warranty periods for each system and where claims should be directed
  • Records to be retained: service sheets, inspection certificates, replacement parts

Who produces a building logbook, and when

The building logbook is typically produced by the design team, usually the mechanical and electrical engineer, working from the as-built drawings and commissioning records. On smaller residential schemes, a suitably qualified building services engineer or energy assessor can produce the logbook from the commissioned system specifications and test results.

The logbook should be started early in the design process, when system specifications are being agreed, and updated as construction progresses and systems are commissioned. It should not be produced retrospectively from incomplete records after practical completion, though this is common in practice and produces a less reliable document.

The logbook must be issued to the building owner or their representative at practical completion. For a housing association taking transfer of a new-build scheme, this means the logbook should form part of the handover pack received from the developer. For a block management company appointed to manage a new apartment development, the same applies.

Where the developer retains ownership of the building, whether for build-to-rent or shared ownership, the logbook sits with the developer's asset management team and should be updated each time a system is serviced, replaced or modified.

Building logbooks in residential development: where the requirement sits

The regulatory picture for residential building logbooks is less clear-cut than for commercial buildings, and this is where most developers become uncertain about their obligations.

Approved Document L applies to residential buildings. The requirement to issue building services information to the building owner does apply. However, the CIBSE TM31 toolkit was designed primarily for commercial buildings with complex multi-zone systems, and most guidance on building logbooks is written with commercial buildings in mind. For straightforward residential developments with standard heating and ventilation systems, the level of documentation required under TM31 is often more detailed than the building's systems warrant.

In practice, the obligation for residential developers is better understood as a spectrum. At one end, a single-plot new build with a standard gas boiler, extract ventilation and no communal systems needs a clear, accurate set of commissioning records, service certificates and operating instructions. That is the minimum. At the other end, a high-rise apartment development with district heating, MVHR, centralised ventilation plant, EV charging infrastructure and communal fire suppression systems needs a proper building logbook structured to TM31 or equivalent. For buildings above 18 metres, the Building Safety Act's Golden Thread requirement adds a further layer of structured documentation that must be maintained throughout occupation.

The Future Homes Standard, in force from March 2027, will increase the complexity of residential building services significantly, with heat pumps, MVHR systems and photovoltaic panels becoming standard across new developments. As system complexity increases, the gap between what a Homeowner User Guide covers and what a proper building logbook covers will widen. Developers who have not built the processes to produce and retain building logbook-quality documentation will feel that gap first in their customer care queues, and then in their defect liability exposure.

The Future Homes Standard brings heat pumps, MVHR and solar to the majority of new residential builds from March 2027. The commissioning data, operating parameters and maintenance schedules for those systems are not captured in a Homeowner User Guide. They belong in a building logbook. Developers who do not have a process for producing one are building the problem into every scheme they start this year.

Building logbook vs building passport: what is the difference

A building logbook and a building passport are related but not interchangeable.

A building logbook focuses on the building's services: heating, ventilation, electrical systems, water and energy performance. It is a technical document produced by engineers and used by facilities managers and maintenance contractors. Its scope is the systems that run the building.

A building passport is a broader record: everything a building logbook contains, plus the design and planning documentation, the structural and safety records, the warranty and certification pack, the defect history, and the homeowner-facing documentation. Where a building logbook is a technical operations record, a building passport is the complete documentary record of what a building is, how it was built, and what has happened to it.

For residential developers, the practical question is which to aim for. A building logbook meets the Part L obligation for building services information. A building passport meets the Part L obligation, the Golden Thread requirement, the NHQC Homeowner User Guide obligation and the broader duty to hand over a property with a complete and reliable documentary record. The building passport is the more comprehensive and more future-proof standard.

Digital building logbooks

The traditional building logbook is a Word document or PDF, produced at handover and filed in a cabinet or a shared drive. This format has predictable failure modes: it cannot be updated without losing version control, it is not searchable in any meaningful way, it does not notify anyone when a maintenance task is due, and it is frequently inaccessible to the people who need it when they need it.

A digital building logbook solves each of those problems. Documents and records are held against the building, not against a particular person's filing system. Maintenance schedules can trigger notifications. Service records can be appended as they occur, with timestamps. The building manager on site can access the commissioning data for the MVHR system from a mobile device without returning to the office to find the folder.

The Building Safety Act's Golden Thread obligation explicitly requires that safety-critical building information be held in a structured digital format and accessible to the right people at the right time. For higher-risk residential buildings, a PDF-based building logbook is not a compliant approach to the Golden Thread, regardless of how complete its content is.
