The Future Homes Standard changes what you hand over. Here's the evidence problem nobody's costing.
The Approved Documents were published March 2026, in force from March 2027. The headlines are heat pumps and solar. The operational shock is handover, and the evidence it now carries.
The Future Homes Standard is, rightly, framed as a carbon story. New homes built to it produce 75–80% less carbon than homes under the previous regulations. Gas boilers are out; heat pumps and low-carbon heat networks are in. Hybrid and "hydrogen-ready" boilers won't comply. A new functional requirement (L3) makes on-site renewable generation mandatory, with photovoltaic coverage equivalent to around 40% of a dwelling's ground-floor area where feasible.
Developers are deep in the supply-chain and cost questions. Fewer are asking the quieter question: when the technology in the home changes this much, what changes at handover?
Low-carbon homes are document-heavy homes
A gas-and-radiators home hands over with a familiar, modest evidence pack. A Future Homes Standard home hands over with considerably more, and much of it is mandatory, dated, and the homeowner's to keep:
- Heat-pump and low-carbon heating commissioning certificates and manufacturer documentation
- Ventilation (Part F) commissioning evidence (MVHR and continuous systems need it)
- As-built energy calculations and the EPC at the new standard, plus the photographic and BREL-style evidence the regime expects
- Airtightness test certificates and PV/renewables documentation and warranties
- A home user guide the occupant can actually follow, because a heat pump run like a gas boiler costs more and performs worse
Every item on that list is a document that has to be the right version, attached to the right plot, issued to the right buyer, with proof it was. That is a document-assurance problem at a scale the sector hasn't handled before, and it lands on the same handover that the NHQC and the Shared Ownership Code already govern.
The part the certificates don't cover: the homeowner
There's a second obligation the Standard creates by implication. A home full of unfamiliar low-carbon technology only delivers its carbon savings, and only avoids a wave of "my bills went up" complaints, if the occupant understands how to run it.
The Future Homes Standard doesn't just change the boiler. It changes the conversation the homeowner needs to have for the next ten years.
That's a handover-demonstration and aftercare obligation, not a certificate. It's where a living homeowner guide and on-demand homeowner Q&A stop being a nicety and start being how a developer protects its defects line, its satisfaction scores and its reputation. Hand over a heat pump with a folder and you've met the letter of the requirement. Hand it over with a demonstration record and answers the homeowner can reach whenever they need them, and you've actually delivered the outcome the Standard exists for.
The window to get ahead is now
The transitional arrangements mean foundations laid before the cut-off can still complete under the old standard, but from 24 March 2028, new starts must comply. The developers who treat handover as an afterthought will discover the evidence gap on their first FHS completion. The ones who design the governed handover now will treat it as just another plot moving cleanly through the same process.
